ASME Code Edition for New Construction - Latest vs Latest Adopted

Hi,
I have a general code question that has always confused me. When establishing the effective ASME Code for a new construction project, we have typically used the latest "mandatory" edition at the time we sign the contract. For example, a Section I boiler contract is signed Jan 2, 2018, so we use the 2017 Edition for Design and Construction (2017 Ed becomes mandatory 6 months after date of issue per Mandatory Appendix VI).

On the other hand, state jurisdictions (ref. NB-370) often show the latest adopted Edition for each state. Alabama for example says "ASME Code (2015 Edition)" for new construction.

My question: Does this mean if the contract signed in paragraph 1 above will be installed in Alabama, that I have to use Section I 2015 Edition? I wouldn't think so, but if true then wouldn't the statement in Section I, Mand Appendix VI be contradictory?

Thanks for any help or advice resolving my confusion.

Jurisdictions do not all have the same boiler rules. Both ASME B&PV Code and the NBIC refer to local Jurisdictions making the final call. So, one State may allow the most recent ASME Code edition after it is Mandatory and another State may not and refer to an earlier edition because the lag time in revising state boiler rules to allow use for the latest edition.

Another example is ASME Code Cases. Some Jurisdictions allow them others do not.
 
So, bottom line, confirm with the jurisdiction.
