section 502.3 allowable stresses.
502.3.1(b) For structural grade material a quality factor of 0.92 shall be applied.

Does this mean to multiply the allowable stress by 0.92 or to divide the allowable stress by 0.92?

multiply (same as other types of quality factors). The allowable stress for structural grades is reduced.
