ASME B31.3 para.332.4.2 (a) Explained

Can someone explain the following statement from ASME B31.3 para.332.4.2 (a): "most severely strained material retains at least 10% elongation." Does this mean that if i have a material spec with a minimum elongation of 35% i can strain the material a maximum of 25% before i have to HT.

35% Min. Material Elongation - 10% Required Remaining Strain = 25% Allowable Strain
