NOTE (6) Fillet welds not exceeding 1∕4 in. (6 mm) throat thickness which are used for the permanent attachment of nonpressure retaining parts are exempt from the PT or MT requirements of this Table.

The maximum size, of course, the code says "not exceeding"

It is referring to the weld size specified by the design drawing. In this case if the size of the weld specified by the welding symbol is larger than 1/4 x 1.414, the weld is subject to MT or PT. The required NDE can be specified by a separate NDE symbol or it can be combined with the welding symbol.

Please note; the code is specifying the throat of the fillet weld. The welding symbol specifies the dimension of the fillet leg, hence, multiply the throat by 1.414 to obtain the required weld size. Generally, the fillet weld gauges used to verify the weld size are in 1/16-inch increments up to 1/2-inch and then in 1/8-inch increments for sizes larger. Rounding up, the weld size would be 3/8-inch. 0.25 x 1.414 = 0.3535, round up to the nearest 1/16-inch = 6/16 or 3/8-inch.

The clause actually seems a bit ambiguous Al.
If design size is 5 mm but welder places a 7 mm fillet weld is it exempt or not ?
