ASME B18.2.8 Drill Sizes

The standard states in paragraph 3.1 "The [clearance] drill sizes were selected to provide as practical a step-patterned clearance for the minimum recommended hole." Can someone explain what this means. I am just curious how they determined the clearance hole sizes and it seems to be embedded in this statement.
