what is the significance of Y coefficient in ASME B 31.3 PRESSURE DESIGN THICKNESS CALCULATION?

Correction for creep (effects), I think

"Y" is just a coefficient of correction according to design temperature for materials. Table 304.1.1 shows this factor for t<D/6. This factor is from experimental measurements for materials.
