ASCE7 - The freestanding sign criteria - Wind Load for Glass Railing

Please see the comments of city of Miami about the calculation of the wind load for glass railing, please we need help:

The loading on glass guard rails is not clearly defined in ASCE7. The freestanding sign criteria is not applicable since the blockage created by the building is not addressed, it’s use is limited to signs “free standing” and therefore minimally influenced by adjacent structures. The blockage caused by the building structure generates flow separation at the sides of the building engulfing the attached structures in close proximity, hence the use of the corner cladding pressures for small elements. The use of main frame loads is not applicable to balcony railings, please refer to the wind tunnel reports for other buildings to get guidance and substantiation of my comments.
