ASCE7 Dual Structural Systems with Moment Frames

The project I'm working on has a dual structural system in one direction that includes steel braced frames and moment frames. In Section D of Table 12.2-1 it talks about the moment frames being designed to resist at least 25% of the seismic forces. How do people read this? Do you assume that each moment frame itself needs to resist 25% of the seismic forces, or the combination of all moment frames together need to resist that 25%? To me it makes sense that all of them together need to be designed for the 25%, but just want to throw it out there since the language leaves a little room for ambiguity.
