ASCE 7 Seismic Forces for anchoring AHU equipment

For AHU's anchored rigidly (bolted to a curb or steel frame), ASCE 7-02 gives ap=1.0 and Rp=2.5 [Tab 9.6.3.2]. If the AHU is anchored to a concrete pad, then Rp=1.5.

For the same AHU, ASCE 7-05 gives ap=2.5 and Rp=6.0 [Tab 13.6-1]. This is about the same ratio (1/2.5) as 7-02. However, I think footnote a. indicates using ap=1.0 for a rigid attachment. Also, Rp does not need to be reduced to 1.5 for anchorage in concrete as noted in Section 13.4.2.

Based on this, the ASCE 7-05 loads could be as much as 1/4 of the ASCE 7-02 loads for anchoring an AHU to concrete. Can anyone make any sense of this for me?
