For Design of a ground supported storage tank holding a fluid, the ASCE 7-05 Code references seismic base shear from impulsive weight, and sloshing mass weight. I'm not sure I fully understand exactly what these are, but from their descriptions I'm assuming that the impulsive weight is the weight of tank and fluids, and the portion of the liquid weight sloshing would be equal to the weight of the sloshing wave calculated in 15.7.6.1.2

Is this correct?

I think you are correct, but there are convective and impulsive factors. Check API 650 Appendix E for more guidance on oil tanks and AWWA D100 for guidance on water tanks.
