Can AR400 plate be used in an ASME vessel for a wear plate? And if so what is the P No. and Group that would be used for the WPS/PQR?

People use different terms for various parts of pressure vessels. Are you talking about nozzle repads?
If you are NOT talking about nozzle repads, then yes you can use AR400 plate for a non-pressure part. See paragraph UG-4(b):
Material for nonpressure parts, such as skirts, supports, baffles, lugs, clips, and extended heat transfer surfaces, need not conform to the specifications for the material to which they are attached or to a material specification permitted in this Division, but if attached to the vessel by welding shall be of weldable quality [see UW-5(b)]....
Doing a quick search, I couldn't locate a P-no. It would have to be an unassigned material, and likely require a custom WPS.

Good question.
Googling around some, I find one reference that says "AR400, AR450 and AR500 plate...Abrasion resistant steels are not intended for structural applications. These steels should not be used for structural or main load-bearing members because of the possibility that brittle fracture may occur in these high hardness steels at the high stress levels encountered in such applications."
I find another reference that says "Each producing mill has its own proprietary chemical composition and heat-treating process. <supplier> is happy to provide the mill specific specifications – just ask"
I find another reference that mentions ASTM A514, high-strength structural plate.. My ASME book goes from SA513 to SA515, so I assume there is no SA514.
I find another reference that says "A514 is primarily used as a structural steel for building construction. A517 is a closely related alloy that is used for the production of high-strength pressure vessels."
There is not a grade of A517 called "AR-anything" though.
One suggestion: Use the AR plate as a liner, not part of the pressure containing system.
Another suggestion: Consider the use of some of the SA517 steels. I suspect some headache involved in doing so, though.

Thanks for the reply's. I was sure I could use the material as long as it was not a pressure boundary component. Just wanted to verify.
The AR400 plate is being used as a liner on the inside of the vessel in an abrasive process. The vessel has two tangential inlet nozzles in the section of the vessel where the plate is located. The QC manager is asking what to weld it with and how to do his PQR /WPS to satisfy the AI.
