API-6A/16A Weld hardness

Reading through both of these specs it has been pointed out that Inlay Ring Groove need to be Hardness tested. It has always been my understanding that the PQR is what can be used to verify the weld inlay is as hard as the base material. A new Engineering is suggesting that the spec is really state that Ring Groove themselves be hardness tested. What is yalls take on this subject, especially as it is somewhat of an un-accessible area.
 
What particular section does the engineer reference when he makes this claim?

Engineering is not the science behind building. It is the science behind not building.
