API 653: why 12 in. patch length

Hi

Most of times API 653 recommends bottom patch dimensions of 12 inches.

specifically speaking about:

API 653: 9.10.1.2.4: The shell-to-bottom weld shall be removed and replaced for a minimum distance of 12 in. on each side of the new bottom plate.

what is technical reason for this 12 in.
