Answer appears to be "no".
If you refer to Appendix M, tanks are adequate for up 200F/93C without any special provision for thermal design. I think the intent of this section is to say that Appendix M isn't applicable to grillage-supported tanks. Not that it couldn't be built, or wouldn't work, but rather the App. M thermal analysis makes different assumptions.
