API 650 - Can I omit a hydrotest?

In lieu of a hydrotest per 7.3.6 of API 650, can other inpections/NDE be performed to verify integrity of the tank construction?

However this is a very limited exemption. It doesn't apply if the water is expensive as that should have been priced into the initial budget. It only applies where you can't get enough water to fill the tank. Like a desert area.

There are also some exemptions for shop-built tanks per Annex J.
