I don't know of a on-line engineering dictionary, but I recently bought "Dictionary of Engineering" from McGraw-Hill. It has roughly 16,700 engineering terms and has been quite useful to me since I work in a multi-discipline arena.

You should be able to order it online. I don't remember the cost.
