I had to go all the way through a footing with a retrofit holdown AB. I couldn't get an epoxy solution to work. Thankfully is it right near the edge and it has easy access.

I need to coat the AB and washer under the footing for corrosion protection. I asked that they coat exposed parts with Tnemec and infill the access hole with lightweight concrete. Come to find out that Tnemec is no longer VOC compliant in California. Now I'm going to have them provide HDG washer and nuts, but the end of the AB is still unprotected other than the concrete cover. They can't HDG the AB as the threads will be filled.

Does anyone know of a good alternative?... Perhaps a bitumen coating or other type of "rustoleum".?

You can HDG the threads
After galvanizing the galvanizer can heat and brush the threads for fit up....we do it all the time.

galvanized nuts are usually over-tapped for fit with galvanized parts.
The galvanizer can also "spin galvanize" the bolts....kind of like a centrifuge. The spinning clears the threads but costs $$$

If it's near the edge, could you dry pack some concrete into the small access space there, you have to fill it somehow when you backfill.

How would you coat the end of an anchor under a footing? Perhaps you can wash out some of the soil up through the hole, then pressure grout?

What do you mean when you say you were going to use Tnemec? Tnemec is a company which makes lots of different coatings.

Agree with Toad that hot dipped galvanized anchors are available.

In corrosive marine environments, its very common to protect exposed components with coal tar epoxy. Easy to use and readily available. Simply paint it on all surfaces with a brush.
