Your dust collector is only doing its job. And that is to purge the dirt off the filters when needed. You can easily turn this feature off, just read the manual of the Torit Dust Collector? or better yet, adjust the cleaning cycles.
Your compressor isn't supplying enough air to handle the machine needs, the beam purge, dust collector, plain and simple. The question is, Are you using this compressor for the whole shop? Just the beam purge alone will require a constant 90 psi, and without it, you might as well forget it.
In regards to speed. I would certainly use the conditions provided by the company for now. These are very conservative speeds for production. Once you get some experience under your belt, then you can start modifying these cutting conditions as you wish. The only thing you need to worry about getting right is Focus, this is the key to everything.
