Alteration in the existing Vessel - Design Code

Existing pressure vessel build in 1998, Design code is ASME Sec VIII. Div I, ED 1995- Add. 1996.

Now we need to modify this vessel (replacing of existing boot with bigger one.), The design calculation is not available with the client. Hence i need to run the new calculation as per the existing condition.
As per the last available inspection report there is no thickness reduction due to Corrosion.

My concern is, if i do the PVElite calculation as per the latest edition of design code which are the areas i need to take care. or is it allowed to modify the vessel as per the latest edition of design code.
