Adding too much lime to soil 1

Has anyone encountered a scenario where a roadway is being lime stabilized and too much lime was added. Any known consequences of this high percentage of lime?
 
You mean any known consequences other than drying the subgrade so far under the optimum moisture content that it can not be compacted by conventional means to the minimum required density?

Specifically long term durability issues if the lime content is 10-15%.
