What makes a toilet in a residencial home American Disability Association (ADA) compliant. I cannot find anything on their website pertaining to residential.

The height of the toilet, however ADA does not presently address single family homes. DOJ differs to the FHA for multifamily housing standards.

It is adviseable that a 17-19" high toilet be used to accomodate the disable for hotels, the same will also work for SF but there also other considerations as well. ADAAG calls out minimum clearances for access and assist bars, refer to those.
