ADA Paper Towel Dispenser

ANSI 117 specifies that toilet paper dispensers "... shall not be of a type that control delivery, or do not allow continuous paper flow." Does this apply to roll paper towel dispensers, too? Bradley and Bobrick's roll towel dispensers are controlled-delivery. Can they be used in ADA toilet rooms?
 
No. The reason for the limitation on controlled delivery for toilet paper is to prevent maintenance issues with mechanical parts. It would be much more of a problem if the toilet paper was not available because of jamming than for a paper towel dispenser. You can always dry your hands on your pants...not so with other parts!
