I would say that the code here does not explicitly include shearwalls. But a shearwall is sort of like a very long column and I perceive that the principle is the same - a fear that a very high strength column/wall supporting a floor structure with less f'c might have a weak link in the chain of limit states that is an abrupt failure (punching shear).
Now with walls, there is usually not a huge amount of shear but the concept is that you make your weakest link a ductile failure rather than a brittle failure.
Codes are minimum requirements - nothing prohibits you from using 10.15 for walls.
