ACI Minimum Steel Ratio for Doubly Reinforced Beams

Hi everybody,

Anyway I recently started working at a structural firm, and I have a (probably) stupid question to ask.

When you are designing a doubly reinforced concrete beam, does the top steel (or some percentage of the top steel) count towards the minimum steel ratio? Or is the top steel ignored? I couldn't find anything in the literature online, so I figured I'd ask you guys.

Minimum reinforcement refers to tensile steel only.

Unless of course your compression steel is continuous across supports, in which case you need to meet min flexural steel at both.
