Aci 318 10.5.3 allows the requirements of 10.5.1 and 10.5.2 need not be applied if at every section As provided is at
least one-third greater than that required by analysis. However aci 318 10.5.4 says For structural slabs and footings of uniform thickness, As,min in the direction of the span shall be the same as that required by 7.12. Maximum spacing
of this reinforcement shall not exceed three times the
thickness, nor 18 in. In this connection I am analyzing a footing with pedestal and I am trying to use sec 10.5.3 and qualifying the footing. Am I in error? What does footing of uniform thickness mean? Is it a footing without a pedestal or is it a footing where the thickness is same everywhere?

You are correct--Section 10.5.3 does apply to footings. The pier (or pedestal, as you call it) is not considered to be part of the footing.

Yes, thanks miecz - I was going to respond in similar fashion - this has been debated extensively in those threads.

 
Those debates are an excellent example of the value of this forum. I dove into those debates feeling that I had the answer to the posted question, but learned from others that I didn't know as much as I thought I did. Happens again and again.
