ACI 318 D.4.2.2-Max anchor embed = 25" 2

I am designing some anchor rods for large moments and concrete pullout is a problem. Everything else passes. The mentioned section suggests (if I understand it correctly) that I can't have ABs embed more than 25". I haven't run into this before. I was thinking that if I can embed the anchors close to 32" I can engage more concrete. Is there a way to embed deeper than 25"?
 
Why not attach a square plate to the bottom of the anchor rod? That will give a larger engagement/pullout area.
 
ACI 318-11 removed this requirement.
 
It was removed by IBC 2009 even before being updated in ACI.
 
I don't think there was a prohibition against going more than 25" deep, it just meant you no longer were covered by that analysis & had to use supplementary rebar.
