ACI 318 Anchor

We have a ledger detail with anchor bolt concrete connection. In determination of minimum edge distance for a cast-in anchor bolt, ACI 318-08 has a paragraph (page 34-15) stating that cast-in headed anchors that are not torqued can have a minimum edge distance equal to the minimum concrete cover. So for a 5/8" AB a 1.5" edge distance is allowed. Has anyone seen if the current version of ACI 318 not supporting that criterion?

I haven't seen the current version but I can't imagine why it would have changed. It is after all only a minimum. Can you tell us the loads and whether this criteria or the load will govern the edge distance?
 
Yes, the ledger is supporting the floor load of a residence and the anchor bolts would be at 48" O.C. each supporting a maximum shear load (D+L) of 1,320 pounds.
