The wording in ACI 302.1 has been modified from 04 to 15 and i believe there is a typo. In any case, can someone explain to me how a crack can be related to a percentage of the surface area [of the] floor slab panel? How would you quantify the surface area of a crack other than length x crack width, which seems unreasonable to me.

Some random cracking should always be expected, even with sufficiently close joint spacing. It is reasonable to expect random visible cracks to occur in 0 to 3 percent of the surface area floor slab panels formed by saw-cutting, construction joints, or a combination of both.
