Acad2000 blocks in R14 drawing

When saving a drawing to R14 from Acad2000 with all Xrefs bound it seems that any imbedded block created in 2000 will not display when someone opens the drawing in R14. Short of exploding everything I am not sure what to do. We work in Acad2000 but customer only has R14(GM ha ha ha. Any help would be deeply appreciated.

Does the problem appear if you save as DXF and the client opens DXF?
If you do not get a ready solution, I could write a macro for this.
