AASHTO Wind Velocity for Lamp Poles

The AASHTO publication, " Standard Specifications for Structural Supports for Highway Signs, Luminaries,and Traffic Signals", Section 1.9.6 gives an equation for wind velocity. Is this equation only applicable to a first mode frequency or can it be applied to find the wind velocity of a higher mode frequency as well?
Also does anyone know where I can get fatigue limit data for ASTM A500 Steel,Grade B, square tubing? I need some data to see what % of tensile strength I can expect fatigue to occur.
