Supposedly, this specification has something to do with using epoxy coated wire mesh reinforcement instead of epoxy coated rebar for precast reinforced concrete box culverts with less than 2 feet of fill. Any guidance is appreciated?
 
I talked with the engineer today with the Highway Department. He said this specification allows them to require wire mesh to be used for the circumferential reinforcement in a box culvert. Now this box culvert is 14' span x 6' rise x 28' wide. Using LRFD with HL93 tandem truck live load and 10" thick slabs and 8" thick walls, the bottom steel in the top slab is 1.32 in^2/ft width. So isn't this the smart way to get this much rebar in this top slab? BTW did I mention that this is WVDOH?
