AASHTO LRFD 3.8.1.2 - Wind on Superstructure

I'm checking a contractor design for a temporary truss. I think this may be one of those LRFD gray areas.

In LRFD Table 3.8.1.2.1 -1 Base Wind Pressure; the windward load is 50 psf. However theres a note at the bottom of the table that says wind load cannot be less than 300 plf. The truss area is given as 3 sf/lf; the design doesn't meet the 300 plf.

The contractor ignored this and just uses Table 3.8.1.2.2-1 - Loads From Superstructure, to determine his transverse and longitudinal wind forces. None of the square foot loads in this table produce a force that exceeds 300plf.

Is my interpretation correct? The minimum requirement listed after Table 1 applies to Table 2? The commentary for table 2 seems to imply this.
 
AASHTO says 300 plf windward plus 150 plf = 450 plf is the minimum wind load for trusses. However, if the truss area is large enough, the other specified wind pressures may total greater than 450 plf.
