A typo on Fig. B-14 ?

Please ref to the Fig. B-14 on Y14.43-2011
Is this a typo on the gage basic dimension 29 ?

The iso view is not clear which surface the 29 dim goes to. It also does not indicated the thickness of the bottom flange. So, is it 26 + 3 for the flange? Or, a typo.

They need better students to do the figures.
 
The 3mm flange will not be a good design, its too small for me, it could be a typo.
