A shell rolled in the "wrong" direction 1

A vessel has been fabricated in a way that its axis is parallel to the mill rolling direction of the plate - like a pipe. It has a small diameter ( 550 mm ) and thick wall ( 32 mm ).

Is that acceptable, to ASME code?

 
I believe that is acceptable, although not the standard way of doing it.
 
Unless something has changed ASME gives no preference as to rolling orientation of plates for shell fabrication. Your reference to pipe is a help as ASME permits pipe to be fabricated into a PV.
The only references to rolling direction I've seen to rolling direction was in some working with stress concentration as it pertains to fatigue.

It was convention to report the lowest values for a metal's physicals based on which direction gave the values, longitudinal or traverse.
 
Does the vessel require impact testing with regards to MDMT? If not, I see no Code issues.
