how can i understand A Number of material? how can i find it? what does it mean? what code/standard can i use finding A number?

A number for the chemical for the welding material, you can find it in the ASME Section IX.
 
The A- no is a designation used by ASME B&PV (Boiler and Pressure Vessel) Code, Section IX that relates to a common chemical composition for weld filler metal. Get a copy of Section IX and review it. Section IX is one of 12 book sections that deals with welding procedure and welder qualification along with brazing.
 
Better get familiar with "F" and "P" numbers at the same time.
