As I remember these guys VE'd one of our portions of the project to such an extent that we bailed on it. Lord only knows what they'll find when they uncover the pipe.

A couple of items...

Fix it and then worry about who owns it and who pays... keeps the untreated discharge from hitting the river.

Regarding the storm damage. What has happened historically? Has anything changed? due to climate change? or changes to affect run=off in the drainage basin? If I have an area that is known to flood and build something there that can be damaged, then maybe better not to build in the area. The international fence should be designed for such occurrences
