A 216 is an ASTM Specification for castings, carbon, suitable for elevated temperature service. The chemical composition is as follows;

At -30 deg C (-22 deg F), the tensile properties will probably not be that different from those reported at room temperature. The following are mechanicals for WCB;
UTS - 70 to 95 Ksi
YS min - 36 Ksi
Elongation, 2" gage, min - 22%
Reduction of area, min - 35%
The resilience is a measure of the amount of energy stored by a material subjected to elastic deformation. You could go about this as follows;
Using Young's Modulus E of 30 x 10^6 psi, and knowing the stress you are interested in (this stress must be below the yield strength of WCB),
known stress /E = corresponding elastic strain
resilience = 0.5 * stress * strain
For medium carbon steel the modulus of resilience is reported to be 33.75 psi
