4130 to Carbon steel meeting impact requirements

I am qualifying a welding procedure to weld a 4130 nozzle to a forged carbon steel case in production. The min. tensile requirement shall be 70 ksi and impacts shall be tested in weld metal and 4130 to MDMT of +20F. I plan on using a -20F certified FCAW and GTAW carbon steel wire and PWHT at 1150F. (Both base materials were tempered at 1200F). I am required to meet 37/25 for HAZ in the 4130 HAZ. Will this PWHT yield these types of impact results?
 
If the 4130 was supplied as either quenched and tempered or normalized and tempered yes, you should meet the CVN requirement at 20 deg F with PWHT at 50 deg F below the tempering temperature.
