309 Weld Metal Impacts Required?

On a weld procedure test to B31.3, are weld metal impacts still required when welding say, ferritic SS using 309? Obviously HAZ testing is still required. The MDMT is fairly high, well above the point where impacts are mandatory for austenitic SS weld metal.

The answer (yes) in VIII-1 appears to given in UHA-51.

The answer is review Table 323.2.2 for austenitic stainless steels, column A-4, weld metal deposits shall be impact tested if the MDMT is less than -29 deg C or -20 deg F, except as provided in Notes 3 and 6. You can do the rest.
 
You are mixing apples and oranges. The base material, such as 409 ss, is not covered by Part UHA; it is covered by Part UCS, which governs welding of materials therein. The weld metal must also be tested per UG-84 as well as the HAZ.
 
In addition, why are you even referencing Section VIII, Div 1? You asked about B31.3. See the referenced table regarding austenitic filler metal deposits.

Because being more familiar with VIII-1 I looked there for some guidance, not because I would ever assume the same rules apply. And the paragraph numbering system in the B31.x codes is not exactly memorable.
