2d Catalog Components orientation in drawing view

When placing a 2d components from a catalog into a CATDrawing view, it uses the orientation of the view. How do I get Catia to place the objects normal to the screen...zero rotation? Is there a CATSetting for this?
 
No such setting AFAIK.

You can place components on the main view, but then when a view moves you have to move them manually.
 
There is definitely a setting, because all was working and then one day the symbols being placed on views were not normal to the screen. Itis as though a CATSetting or something corrupted. Just trying to find in Options, but having no luck.
 
There's a setting that makes component size independent of view scale, but not rotation:

Tools - Options - Mechanical Design - Drafting - Annotation and Dress - Up-2D Component - Create with a constant size

Are you sure that back in the day when "all was working" components were placed on a view, not on a sheet?

Do you have any other PCs available where components are still being placed differently?
