I shall be thankful if I could get the chemical properties and heat treatment (i.e surface hardening or through hardening) for this alloy.i tried google search and other references but failed.

Is this a German spec material? If so, it almost looks like 46XX or 48XX steel.

Yes it is a DIN specification. Alternate number is Nr 1.2747.
