Can Elliptical head with 2:1 be made for OD or ID. Is it the OD or the ID of the head 2:1 ratio.

To be safe, go with the ID... but remember that the OD and ID relative as they differ only by the thickness between the 2.
 
Is it up to the head manufacturer to make the Outside diameter or inside diameter to be 2:1. The reason I'm asking is that when we attach a nozzle on the head to contour the bottom of the nozzle we use spherical radius by mult. the 2:1 ellip (ID/OD) by 0.9 to get sph. rad. So if the OD is 2:1 we use OD*.09 to get outside sph. rad and subtract thk. to get the inside sph. rad. If the ID is 2:1 we just simply use ID*0.9 to get inside sph. rad.
 
UG-32 works with the inside dimensions, but I think our main head supplier specifies it by the OD.
 
All hot pressed heads are fixed size, manufactures have a list of standard code heads which states ID or OD for each size. Spun heads can be made to any size (OD or ID) but designing I would choose a standard size code head so they can make it however they want.
 
For 2:1 ellip. head the inside height "H" is ID/4 from tangent line.

Example: OD= 1000 mm and 10 mm plate, then inside H= (1000-2x10)/4 = 245 mm
