Dear group,
Is it possible to have impact energy 200J(Kv) for 1.2344 steel grade in quenched and tempered condition?

No. According to the references I checked, DIN 1.2344 is equivalent to an H13 tool steel. The highest CVN impact energy values for H13 quenched and double tempered is about 18 ft-lbs (~24 J) for hardness less than 40 HRc. Annealed H13 might get you increased CVN values, but certainly not (200 J).
