For beam-to-column flange-plated moment connection, standard practice at my place of work is:
1) @ TOP FLG: If the top flange plate is > 3/8" thick, a gap needs to be included to accommodate a 1/4" deck support plate. If the top flange plate is <= 3/8" thick , provide no top gap and size flange plate so there is approx 2.5" of landing for steel decking (on either the plate or beam flange).
2) @ BTM FLG: Gap between bottom flange and bottom flange pl = 3/8". Provide 2 sets of shims. One set @ 1/8" thick, the other 1/4" thick. Instruct erector to use 1/4" set first, if it doesn't fit, install the 1/8" shims.
If, for some odd reason, the plates are field-welded, the gaps are not necessary.

Thanks. So the deck support plate would be under the flange plate? Would it be the same width so the bolts go thru it too?

Yes, the deck support plate goes under the flange plate. Sometimes the "deck support" needs to incorporate the slab edge detail and has to be thickened and extended toward the building perimeter. See attached general detail, which is commonly used in major steel buildings. I'm sure plenty of alternates are out there for small steel.

Thanks, Looking at my situation, my deck is above on perlins, so no support needed.
