Generaly, reducing compression set is achieved by reducing the amount of fillers and by increasing the amount of vulcanization agents which is in your case Zinc oxide, magnesium oxide and accelerators used in chloropren eg ( ETU)

Higher crosslink density reduces compession set. This can be done with co-agents such as bismaleimides.

Adjust rubber formulation. Altering the ratio of neoprene to other ingredients, like plasticizers or oils, can influence the final properties. Lowering the crosslink density, while still maintaining sufficient strength, may help reduce compression set.

High rubber content and less fillers improve compression set percentage.

Optimizing the curing process to achieve higher cross-linking can improve elasticity and reduce compression set.

You NEVER mentioned what you were sealing for... gases, fluids, semisolids, cryogenics-moderate-to-very-high temps, etc...

Change rubber compounds. There are rubber seal manufacturers with a huge variety of compounded rubbers 'best suited for' unique/peculiar aspects of sealing.

Recently I got a copy of Parker O-ring material section catalog... here it is for giggles...
