Flange plate moment connection

For a flange plate moment connection (W27x94) is there a min clearance between the beam flange and the plate?

Check design guide 39 AISC
I think that would really depend on the weld type
 
Design guide 39 is moment end plates right? I was doing a flange plate.
 
For beam-to-column flange-plated moment connection, standard practice at my place of work is:

1) @ TOP FLG: If the top flange plate is > 3/8" thick, a gap needs to be included to accommodate a 1/4" deck support plate. If the top flange plate is <= 3/8" thick , provide no top gap and size flange plate so there is approx 2.5" of landing for steel decking (on either the plate or beam flange).

2) @ BTM FLG: Gap between bottom flange and bottom flange pl = 3/8". Provide 2 sets of shims. One set @ 1/8" thick, the other 1/4" thick. Instruct erector to use 1/4" set first, if it doesn't fit, install the 1/8" shims.

If, for some odd reason, the plates are field-welded, the gaps are not necessary.

That's pretty much it.
