Standard practice is keep high pressure on tube side and not shell side. I have never seen exchanger designed with very high pressure on shell side. Keeping high pressure on shell side would be very uneconomical.

Jacking will be done against the dished head cover. Tube sheet is checked all over with UT and meets code requirements.
Flue gas pipe and all tubes in upper portion are removed and there will be no jacking against the tubes.

The design of tubesheet in accordance with ASME is very economical compared to TEMA. TEMA calls for minimum tubesheet thickness based on size of tubes, where in case of ASME this requirement is not mandatory.

1. Since this is a U tube exchanger, tubesheet thickness will not change. Max. allowable stresses at 115C and 145C are same.
2. Channel / Channel cover material , if CS with SS 304L cladding , then no change in thickness required.
