In order to identify a hole as threaded CATIA has to look at the specification for the hole. This is requires that the entire model is loaded in design mode. Being able to avoid doing this gives an important performance advantage in partial loading the model if threads do not need to be represented.
the pack that contains the cd's may contain both versions. but it depends what was ordered (media order not purchase order, no money is required, if you have paid for legitimate software) or who supplied the software (DS or IBM). the media for each version is 2 or 3 cd's.

NO it is not legal under the EULA, there are number of companies that have had an expensive bill due to this. It is possible to get multi region licences but these cost n x licence cost where n is the number of regions. Speak to your VAR/Supplier to understand what you have and what you can do...
CATIA provide plenty of flexability just not in the way you want it. I have never been completly stumped in CATIA, there is always a way to do something.
