Building two Stainless Steel tanks. First one the shell is 3/8" thick and Anchor Chairs top plate is 7/8" thick, side plates are 1/2" thick. Second tank the shell is 1/4" thick and Anchor Chairs top plate is 1" thick and side plates are 5/8" thick. From what I read it has to have a PT on Final because shell and attachment is over 3/4" thick. But then others want to argue and say no it does not get a PT Final. Which is correct?? I know what it says are am I reading it wrong. Please help?

I am sure you are reading correct but interpretation is not ..
I copy and pasted the relevant clause :

c) all welds of attachments to shells, such as stiffeners, compression rings, clips, and other nonpressure parts for
which the thickness of both parts joined is greater than 19 mm (3/4 in.);

My interpretation is , thickness of the each parts joined ( shell and attachments ) shall be greater than 19 mm.
That is say if the shell thk 20 mm and attachment is also 20 mm PT is mandatory. Say shell thk 25 mm and attachment is 10 mm PT is not required.
 
And don´t forget that All welds shall be visually examined.
