We are presently using a 300 V rated PWR cable for a 115 VAC application.  We would now like to sell product in Europe, and would like to know if we could still use the 300V rated cable for a 230 VAC application. Consequence?

As far as I know, yes. Most often wire voltage ratings are in rms values (even though the peak voltage is what needs to be 'insulated'), at least according to UL.

Not sure if the same can be said for European codes.

You might simply start using an EC "Harmonized" power cord especially if the power cord you are using is color coded Black/White/Green.  The European standard is Brown/Blue/ Green-Yellow Stripe.
